Good guesses (and I wasn't thinking about Nazis at all), but Arthur Seyss-Inquart is out because he was born in what's now Czechia (not Germany, the Netherlands, Belgium, Norway, Sweden, Finland, Denmark, or Iceland).
Also, Quisling was, at least nominally, head of government of Norway.

Clarification question;
Does this include Sweden and Finland?
Or only Denmark & Norway
To me, this only includes Denmark and Norway.

Great pick! I had given up until the Quisling guess, which made me poke around Wikipedia for that time period and region.
