Not too late to scratch. Any scratch is effective until I answer. The answer to your latter question is No.

This person's elected office can basically only be one of two categories:
1) US state/local (city council, school board, state attorney general, state representative, etc.)
2) Something foreign
The only elected US federal offices are president, vice president, senator, and representative, and this individual has been excluded from having served in all of them per the QM's summary.

I'm not going to charge that as one of the five guesses, because as Aristocrat points out, our subject never served as US Congressman. But I will use this person as the starting point for the warmer/colder hints.
