I’d say emperorship isn’t really “government service” and the Russian tsar’s are far from your average/run-of-the-mill monarchs. Either way #17 kinda validates him as a choice
Also tsar Nicolas fit every other question (thank the Bolsheviks for #13)

Would you consider the British royals to be doing politics? Not that I have a good question to ask, but I think there should be a 24-hour time limit on asking the final question to avoid this stall.
