Are you considering comic books and graphic novels to be part of "books" as in question 9? If no, did this character originate in one of those media?
Did not originate in either comic books or graphic novels
##CALL JECE

Does this count as a new question being answered, or are you clarifying that your previous "no" response for "books" applied to comic books and graphic novels under your interpretation of "book" ?

Remember that you can't set conditions on asking questions, folks. See Commandment Ⅲ. Even if the question is useless, it will count as a question if you ask it.

When this character first appeared on TV, was it portrayed in the form of a puppet, or played by someone wearing a costume?

(Note: This is not an either/or question. If the creature was portrayed in either puppet or costume form, answer "yes", if neither, answer "no".)

This game raises so many questions ... Are Moomins hairy? Is Brian the snail a male or are they gender neutral? The past is not as certain as one assumes.

Official question. Was the TV programme aimed at children?

Query to players: do you think it's a good idea to find the time period for either the show or the movies? This may not be feasible given only two remaining questions.

Possible other avenues include determining whether it's science fiction or fantasy or whatever else. To fellow guessers: does anyone have a good way to sort through this?

Two questions is not enough to go for a timeframe I think. The genre might be an option, but I think maybe the origin will be more useful.

Was the TV show where the character first appeared in English?

I think the biggest candidates for TV shows with hairless non-human characters of undetermined gender that generated at least 2 spin-off films are Star Trek and Pokemon. Most Pokemon arguably have supernatural powers, so I think they're out.
