I am finding lots of old time opera people who fit this bill, but none of them that I would really rise the level of notable enough for 20 questions.

I recommend against it. I think we'd get more use out of asking about when he died or something.

No. Did he compose any music?

Interestingly a week after the incident I was walking near Bush House in Aldwych central London (I was studying at King's College London) and was asked by the police had I noticed anything strange the previous week. I hadn't.
Well he worked for the BBC and the Neue Deutsche Welle so I thought that could be the music connection. And in terms of composition it might've been his hobby, didn't research too much there (had a few days before where I searched hard for clues for another project, you might have heard of that). He fits the profile overall and I wanted to use my free guess and since this incident was what made me remember him it might've been why you've chosen him. It's not I was heavily involved in this one.

So if I'm understanding, we're looking for:

Someone born after January 1, 1930, who is currently dead, that is from Russia, the Soviet Union, or Eastern Europe, was not significantly involved in politics, diplomacy, religion, philosophy, science, engineering, or WW1/WW2. Is a painter or musician, but not primarily a composer. Died in the "west", never served in the military.

Not being Levantine would imply not Jewish IMO, but that is up for debate.

Just noticed #7 - should say either World War not just WW2, this incompleteness has been copied throughout

"musician" may be a tad misleading but he is strongly associated with music

Hm. This is interesting information. I was not reading the response to that questions as ruling out acting, just requiring that the candidate also be another type of artist as well (which is all too common, I'm finding)

But also known for association with music in some capacity...

Most conductors I've looked at were also composers (often on that list), and conductors are generally too obscure for 20 questions.

Ballet choreographers I've looked at were not composers at all, besides being too obscure for 20 questions.

You might guess something like a technologist working with music in some capacity, but he wasn't a scientist or engineer.

Singers of various sorts come next. You'd exclude anyone acting, which presumably rules out opera, but even if you don't rule out opera, I can't find a candidate that I'd consider notable enough for this.
