Does "not Russian" refer to not ethnically Russian, or does it mean not a ruler of Russia, which only became a country in 1547?

It would definitely be inaccurate to call this person Russian, and he definitely would not have considered himself Russian. I believe Moldova is landlocked therefore no Black Sea coast. But it looks like Georgia can be considered either Eastern Europe or Western Asia so maybe it’s still in play.
