I thought it might be someone involved in the Watergate scandal, but nearly all of the key people are now dead, and the few still alive were born after 1938.

... and there is only one still-living person who is on this list that even gets close to fitting the other clues:

Gary Sick.

I have never heard of him, but he is the only viable person on the list.
