Regarding Diplomat Anton - Germany and Austria have always been as brothers, so I am just letting the rest of the continent know that an attack on Austria will not be taken lightly by the German army. (Nothing bad has ever happened in Europe because of this kind of promise making, right?)

Greetings crowned heads and "elected" "leaders" of Europe. I come as the voice of the illustrious sultan Abdulhamid II. As the leader of the Muslim faith and inheritor of Rome, the Sultan wishes nothing more than to see the peaceful coexistance of all of Europe's people under wise and benevolent rule.
To that end, we embrace the Tsar's proposal of joint naval exercises on the Black Sea.

For the benefit of my general, a summary of what I have agreed to so far:
Our neighbors have agreed to DMZs in Burgundy, Tyrolia, Prussia, and Silesia. In addition, it will be decided in Fall whether Russia gets Sweden and England gets Belgium, or whether both are bounced out for the time being. I would prefer a fleet sent to Denmark, an army sent to Ruhr, and the final army sent to Kiel, but of course I leave such decisions to you!

With apology to my Austrian friend, the only condition under which I would support an Italian presence in Greece is if it followed an attack on Trieste. If Italy does choose to forgo a move East, for instance by opening to the tyrhennian, I would not expect the sultan to build Mediterranean fleets.
I also grant your position as protector of the serbs, as I hope you grant my sovereignty over the Bulgars.
This leaves us with Greece and rumania. Given Russia's plans to bounce in Galicia and the black sea, we could choose to deny Rumania to Russia. This is an avenue we would consider seriously absent a concrete offer of friendship from Russia. In this case, I imagine we might agree to split the Balkans between the two of us. My preference between Rumania and Greece would depend on the choices of Italy and Russia --I would likely prefer Rumania if Italy has opened West and Russia has not made a clear commitment to friendship.

Sorry to hear of your concern about our communications as of late, the Czar was away on a day trip. The Russian people extend an official offer of friendship to the Turks, and hope that the Turks will recognize rightful Russian sovereignty over Rumania. Hearing talk about excluding us has been concerning. Regardless, we hope that our two eastern nations can work well together this game, threats in the west abound. As a further note, does the Sultan agree to a DMZ in Armenia?

An alliance between Austria and Turkey is one I would most welcome, and with the blessing of the Emperor, we extend an official notification of alliance to your great Empire.
A bounce in Galicia has been agreed upon by us at the Tsar, for our protection, and yours. Greece would be a mighty fine piece in way of compensation for the loss of Rumania. We have no qualms with your entry there and if need be can ensure you earn it with with support.
To the Tsar;
By no means should you take this cooperation between the Sultan and I as means for caution, but rather as assurance you will have most calm borders on the even of a great war. With bounces secured in Galicia and the Sultan's entry into Rumania he can sit pleasantly compensated. It seems in the West the Prime Minister of Britain is taking an aggressive stance against yourself. I hope you will provide the adequate time and attention in order to counter this threat.
To Italy and the Kaiser of Germany;
An opening towards the West for Italy would be most welcome, and a revival of the triple alliance sounds like a great idea, what do you think about this Kaiser?

The Sultan extends his arm in friendship to the Russian people and to their Czar. He looks favorably on the spirit of your proposed dmz in Armenia. However, the Sultan's generals are as firm and inflexible as the steel of their blades, and look askance on the honeyed promises of the diplomatic corps. They will surely object that, given our prior agreement to bounce in the Black Sea, a dmz in Armenia restricts our movement without restricting yours. They are more likely to respect an agreement that we can present as more equitable. For instance, we would happily agree not to move to Armenia in exchange for a promise that Russia will not move to the Black Sea.
