Has this person been "gone" long enough that we can say with 100% certainty they are dead?

ex) Amelia Earhart went missing, so we can't say when she died. Considering she would be 127 now, though, Earhart is certainly dead.

As the man’s actual identity is not known, I had to pass on birthplace questions (though he was probably American). And as it’s not 100% conclusive that he died from his plane jump, or that he died anytime afterwards, I had to pass those questions as well. He would be in his 90s if he was alive.

There's no evidence that D. B. Cooper wasn't the Loch Ness Monster.
