The vote was 5-4 Vecna cast an invalid vote that would have tied it up. Will voted to make it 5-4 the other way (or 6-4 if Vecna fixed the vote). I assumed he was trying to prevent a tie. I joined will so a switch in the other direction trying to do the same thing wouldn't cause a tie.

I think the cause of the confusion was Vecna voting for DiplomacyandWarfare in a way the bot did not recognize, making it unclear if it would be counted. Based on the EOD GM messages, it is still unclear if it would have counted.
