I went down this line of searching as well, but is he really a physicist?
My other thought is that it's someone with a connection to Halley's comet, but I can't find anyone who fits.
There could also be a birthplace trap here.

I am definitely thinking birthplace trap. I tried to find an American scientist born on Okinawa (which was formally controlled by the US during the birth period in question), but couldn't.
But also: why is damo telling us that he is not on the Wikipedia list of physicists?

The Hale-Bopp comet had occurred to me a while before; I don't know what took me so long to actually look up their birthplaces. Next round up.
