Is this person either 1) primarily famous for military operations in the Civil War that occurred outside of what is now Virginia, West Virginia, Maryland, and Pennsylvania, or 2) primarily famous for a non-combat role in the US or a state government (even though the role may be "related to" combat/military in some way, e.g. Secretary of War), or 3) both?
