Congratulations! Niccolò Zucchi, born on 6th December, which is the day of Sinterklaas. Reported to have come up with the first design of a reflecting telescope, and to have observed the belts of Jupiter and spots on Mars.

I think we are at 19 questions.

As a hint, the polity the individual was born in was ruled by Alejandro Farnese.
I just saw this hint now, so not complaining, but Alejandro Farnese (1635–1689) did not rule Parma. His brother, father, grandfather and much more famous great grandfather Alejandro Farnese (1545–1592) did, though.
