RULES

0. The purpose of this game is for the Question Master (QM) to select a being to be guessed, and for the contestants to deduce the identity of this being by asking a series of questions.

1. Only binary (yes/no) questions may be asked. Conditional questions are allowed, but will only be answered if the condition is met.

2. If the QM cannot determine with reasonable certainty whether the answer to a particular question is "Yes." or "No.", they will simply reply with "Pass.". Questions that are answered in this way will not count towards the twenty-question limit, but all other binary questions will count towards the limit.

3. If the QM passes on a particular question, the question may be re-asked (either by the original contestant or by someone else). The QM will then give his best guess at the answer. This will count as one of the twenty questions.

4. Before the twentieth question is answered, one guess per contestant does not count against the total twenty questions, but additional guesses by the same contestant do.

5. After all twenty questions are answered, there are no more free guesses, and five total guesses (combined among the contestants) shall be allowed.

6. No player shall ask more than two consecutive questions or guesses (or combination thereof). EG: If Player A asks a question; and Player B makes a guess; Player A may go next with up to two questions or guesses. It is not allowed for a single contestant to ask two consecutive questions and then make a free guess (without other contestants asking or guessing any intervening questions).

7. The question master may choose entities real or fictional that are not horribly obscure, so long as they are not repeats.

8. Whoever guesses correctly takes over from the previous question master; if they do not want to do it, they may choose someone else provided they are willing.

9. In the unlikely event the question master remains undefeated three times in a row they must choose someone else to be the next QM provided they are willing.

10. If terminology in a question is undefined, the QM defines it however they think is most reasonable. Questions regarding the methodology used do not count towards the 20 questions and best come with an example figure.

11. A contestant can "scratch" their own question or guess after asking it, as long as they do so before it is answered. Scratched questions and guesses do not count as questions or guesses for the purposes of the total count, or the three consecutive questions/guesses rule.

Is this person primarily famous for something or some things related to politics, government, the military or multiple militaries, royalty or being royalty, nobility or being nobility, religion or multiple religions, or philosophy?

By way of explanation, "primarily famous for something . . . related to . . . government" refers to something similar to definitions 3 or 4, here: https://www.merriam-webster.com/dictionary/government ("3
: the act or process of governing . . . 4 : the continuous exercise of authority over and the performance of functions for a political unit"). "[R]elated to . . . government" therefore contains no implied "the" or "a," and is not "the government" or "a government." If this person is famous for something related to government, they are famous for something related to an act of governance or governing, or being in a position that has the authority to govern.

As an example T. Keith Glennan, the first director of NASA, may reasonably be considered "primarily famous for something . . . related to . . . government," as may Ash Carter, a the 25th Secretary of Defense. However, Neil Armstrong, who is merely a government employee and whose primary fame, being an astronaut, has no relation to anything related to any act of governance, would not be "primarily famous for something . . . related to . . . government." As another example, William Calley, who was a soldier (and criminal), is not someone who is "primarily famous for something . . . related to . . . government."

For further elucidation, people whose primary fame derives from being, e.g., government administrators or directors, legislators, jurists, heads of state, mayors, governors, and so forth, would clearly satisfy being "primarily famous for something . . . related to . . . government." Individual astronauts, soldiers, professors at universities funded partially or completely by the government, and so forth, would not be considered "primarily famous for something . . . related to . . . government" unless their actions that brought them fame are substantially and proximally related to actual acts of governance, either in actuality or in theory.

If this is still ambiguous, please refer Biden v. Nebraska, 600 US 477 (2023), in particular Justice Barrett's concurring opinion, and remember that Rule 10 requires any resolution of ambiguity to be "reasonable":
Consider a parent who hires a babysitter to watch her young children over the weekend. As she walks out the door, the parent hands the babysitter her credit card and says: “Make sure the kids have fun.” Emboldened, the babysitter takes the kids on a road trip to an amusement park, where they spend two days on rollercoasters and one night in a hotel. Was the babysitter’s trip consistent with the parent’s instruction? Maybe in a literal sense, because the instruction was open-ended. But was the trip consistent with a reasonable understanding of the parent’s instruction? Highly doubtful. In the normal course, permission to spend money on fun authorizes a babysitter to take children to the local ice cream parlor or movie theater, not on a multiday excursion to an out-of-town amusement park. If a parent were willing to greenlight a trip that big, we would expect much more clarity than a general instruction to “make sure the kids have fun.”
