Remember this is a native English speaker. My guess is that he is a British WWII (or maybe WWI, but not as likely given the birth and death years) person who was born in one of the colonies.

Does this man's highest military rank correspond with NATO rank codes OF-8 or OF-9? For the British Army, these would be General (4-Star) and Lieutenant General (3-Star).
