Think we could get seven madmen to play in a round robin? Seven games, everyone has to play every country and yes that means we all get Russia duty

Have you considered using the Glicko-2 system, which is better for multiplayer games like Diplomacy?
I think it would be a substantial improvement because, from what I have read, the GR system does not weight newer games over older games, and doesn't track uncertainty. Basically, the existing GR implementation assumes that a player's skill is static over time, and converges a value to that number.
If game results were publicly available over some kind of API, community members like myself could write such a system. There are existing implementations of the Glicko-2 algorithm so having the data be available is the only hurdle.
If an API isn't possible, giving read-only access to the relevant tables would let community members (aka me) use that data for a glicko rating algorithm.

We used to have Yonni Ratings aka GR2. Can't remember what Yonni changed for his ratings, but I remember they were different. Bottom line is, there's apparently some way for a user to publish their own rating system.

Now that I think about it, multi-way Glicko2 (implemented here https://github.com/ms2300/multiplayer-glicko2) could have some very simple modifications on a few lines of code. Basically, rather than expecting a win probability for each matchup in a game, it would instead expect a point difference and compare that to the real point difference. It would be implementable in less than an hour if the data were available.

GR already has a way of calculating a win probability for webdip based on ratings and scoring system. If you need help hooking up the data dump to the rating system or modifying the algorithm to be webdip friendly I could probably lend a hand, although I am busy with other things so it might take me a bit to respond to more complex issues.
