I remember a best-Austria price for 0 centres. He got it because he was eliminated the latest of all Austrias.

Same thing happened at the Victoria Diplomacy Championship in the same year :)

Haha yes that was me. Weird tournament, I got best Austria at 0 centers while at the same time playing Italy at 8 centers (a double board was needed) and that was below average for Italy.
And I got the best France award because Tom Haver had made fantastic prizes and didn't want to take them home. He was best France, so I got it for second best France.
To compensate him, I miscalculated my score for that France, I thought I had enough for 3rd place in the tourney but I hadn't, so Tom came in third.
