Does anyone know how the text that changes constantly works?

There's this funny thing I see on forums from time to time. Basically somebody posts something and there's a message that changes constantly. I did some research and it led me to this symbol:

Which appears to do nothing
How exactly does this work?
Is there something I'm missing?

I believe that symbol is a silcrow? idk what the syntax is on different forums for the constantly changing messages

You know the glitchy Minecraft text at the end of the game? If you type §k and then add letters (e.g. §Kai’s;kldjsda;d) it goes through all of the letters at hyperspeed.

Am I missing something? I just see a bunch of random characters. I'm not seeing anything move or change. Does it make a difference if I'm using dark mode?

I just changed from dark mode. Nothing changed, except now i see Dargorygel has a different name color than everyone else.

I just changed from dark mode. Nothing changed, except now i see Dargorygel has a different name color than everyone else.

Seems pretty obvious to me even in dark mode, although it appears to be a darker shade of the same color.
