Pete and Goofy are Dog People

Pete and Goofy are dogs that can walk like humans and talk like humans. But Pluto is just a stupid dog with no redeemable qualities.

Why did Pluto end up just some dog without the ability to walk and talk?

Do goofy and Pete own Pluto? is Pluto their slave?
