Sandbox Games

How do I switch from one country to another in a sandbox game (i.e. to vote draw)? Currently in my sandbox (SB_Stalemate lines) Russia's on 17, and no matter how many ways I try, I can't switch to another country (say France) to also vote draw.

Why do you need to draw a sandbox? Is there a reason deleting it is not an option?
