If a game isn't processed for 5 times in a row shouldn't the entire game just be canceled, or severe penalties be applied to the offenders? Like progressively worse penalties if the game keeps being sequentially delayed?

No, the game is not canceled. The system works this way

• when you create a game you set how many "excused missed turns" are allowed for each player (zero or more)

• if a player misses a turn and still has excused misses available this affects their Reliability Rating (slightly)

• when a player misses a turn with no excused misses available this heavily affects their RR; furthermore after 3 unexcused misses in all games on a yeraly basis the player begins to be temporarily banned for increasingly long periods. At the 10th unexcused miss in one year the temp ban is virtually for ever and can only be lifted manually by a mod
