In the American Empire 4 map gameID=1322086 I am unable to move from Lake Huron to Lake Superior despite a clear connection.

This is intentional. See, for example, https://webdiplomacy.net/variants.php#Empire4 : "Fleets cannot move directly from one Great Lake to another, except from Lake Michigan to Lake Huron."
