I created a sandbox game from a live match in the winter builds. After a pause for processing the sandbox spends a moment in the build phase before jumping to spring without any input

Was there a very short time left in the phase (in the real game), when you created the Sandbox?
That could cause the timer in the sandbox game to also have a very short fuse left.
