Germany moving from baltic - hel

As far as I rwmwmber germany can move a fleet straigh from baltic - hel via the kiel canal. Only Germany gets to use the Kiel canal to demonstrate tbeir control of the shore. Is this correct or am I misremembering?

This is not correct; Baltic Sea and Heligoland Bight are not adjacent.

I also wouldn't let only Germany use it because France, Russia, Austria or anyone could defeat Germany and take Kiel. Also it would be annoying for Germany's allies.
