RR should start with 1 missed turn

Everyone should have 1 missed turn factored in by default - someone who has completed 1 game without missing a turn shouldn't have the same rating as someone who has completed 100 games without missing a turn.

This is a pretty standard solution to the sunrise problem; https://en.wikipedia.org/wiki/Rule_of_succession
