I think 2 mafia and 9 town is fine balancewise in a vanilla setup, especially given the recent activity issues. The issue was that there was a doctor and a PCO that made it increasingly hard for mafia to kill at night as the game went on, as well as a cop which could've ended the game by roleswappin...
