Instead of a Masters Tournament, has there ever been a "100 percent Reliability Rating" Tournament?
That might have a pretty good commitment level. It wouldn't promise a high level of play though. Not sure how many players would qualify either.

By equating draws with solos, you make it into an easy decision: the solo is not going to be worth the risk. We'd get players that are too afraid to loose the 'success' of a draw to aim for a win.
