It's old Eastern European infrastructure in a deeply corrupt former Soviet state. We can't ignore the possibility that it was just a shite dam that failed due to piss poor construction and a dire maintenance regime.

But it could well be the Russians trying to sabotage the fabled Ukrainian spring / late spring / summer offensive

It could well be a Ukrainian force (be it operating under government instructions or otherwise) that isn't particularly keen on taking part in a doomed offensive and wants a good excuse to not go over the top.

It could well be a cock-up. Someone fired a shell at the enemy and missed... that sort of thing.

I think a Yank led operation is the least likely scenario by far, as it doesn't seem at all to benefit them.

What's rather surprising is that we apparently know so little about it. You'd think such an obvious potential target would be under constant surveillance.

Media already blaming Russia for deliberately blowing up a dam which is now flooding ethnically Russian villages in a region Russia wants to control. So… why is Russia blowing up the water supply? Or is this just another obvious US led ops mission.
