The Man at the head of the "invasion" may have a love/hate obsession about being/not being "European," id est: a civilized western polity. They love their "Little Father," but they even exterminated the Tsar, the tsarevitch and the little sardines.

They are old enough that there would be safety concerns in keeping them running. The US has been using some long past their planned lifetimes just because there aren't replacements for the energy or jobs. Even California's Diablo Canyon is being kept running despite initial worries about being near an earthquake fault line.
