I actually drafted the question to be a little longer, something like: "Born in a city or locality [that is currently in] a country or territory that is currently a member of APEC or ASEAN?" But that would have been more difficult to read and understand, as well as redundant: a locality currently within a modern-day country is still a locality "of" a modern-day country.
I would have just said, "Born in an area that is currently part of an APEC or ASEAN country?"
I don't see a difference between "area" and "city or locality". Pedantry has its place in a game like this, but not to the point of hypercorrection. As to the length of my question, surely there were shorter options available that I didn't use, but there are caveats there, as not all members of APEC are countries.
The key distinction is "currently part of".

Fair enough, but if someone was born there in 1400, they weren't born in a locality in Mexico, because Mexico didn't exist yet. They were born in what would one day become part of Mexico.

I've been to Teotihuacán. It's very much a real "locality" in Mexico. See for yourself the definition of locality if you like:

The phrasing is still vague. For example, Teotihuacan is a city within the current borders of Mexico, but it's not "a city in Mexico".

The way that I phrased it wasn't vague. For example, Lugdunum (Lyon) is a locality of the modern country of France.

(Not a question for the QM.)

These questions are a bit vague considering that this person is dead and we don't know how old they are. Would someone born in Roman Gaul be counted as born in "France", for example?

That's right. The last king of Scotland has conquered WebDiplomacy as well.

Was this person the head of state and/or government of a country in Western, Middle, or Eastern Africa by the UN geoscheme? For simplicity I'll say that pre-2011 Sudan would be a "no".
Yes.
