Thanks to Jamiet for deferring to me, and to han-shahanshah for an intriguing figure to guess... I agree that his WWII role is definitely historically significant. I think that the challenge of guessing him is that, if you told me someone was born in South America, French Guiana would be literally the last place I would guess. Well done on a fun round.

Here! Sorry for the delay, Félix Éboué is correct. I’ll leave it to Spartaculous and Jamie to decide who starts the next round.

As he was a fixture of the French colonial government it’s hard to consider Éboué really African. His family had also been in Guyane for generations. This situation might be analogous to asking whether emigrating members of the ACS would be “American” or “African”.

In regards to his significance, I think that he has been sufficiently honored in various forms to be counted as a notable person. He achieved a number of firsts as a black French man and played a historically important role as governor in French Equatorial Africa during WWII.

Our rule of thumb seems to be if they've got a Wikipedia page they qualify.
I hit "random page" on Wikipedia a few times until I got the page of a person; this is who I found:

https://en.wikipedia.org/wiki/Zamri_Pin_Ramli

I doubt anyone would be willing to accept this Malaysian footballer as an acceptable answer.

In any event, we don't actually have word yet from the QM whether or not Félix Éboué is correct.
I agree just a wikipedia page is too broad, I would suggest something like a wikipedia page in English and in at least two other languages as a rule of dumb.

Whatever happened to the "dart test"? Is this not applied anymore? There is NO chance that the answer to this question will be someone that an average person I might hit by throwing a dart would know - some South-American-born unelected political leader from Suriname or French Guiana.

PS: This is for the forum, NOT a question for the QM.
This standard seems too strict. Very few people would actually qualify under this metric.

If I was answering the questions I suspect that I would have either answered no (as he didn't seem to consider himself African from what I've read), or given a more detailed answer than yes or no. But Felix does seem to be one of those cases where the question master could justify answering either way without being wrong
I would have answered yes to French, American, South American or French Guianan and no to African.

If its Felix Eboue, I object!
African?
No.
The question did not ask about birth. Eboue was African by ethnicity, residence, occupation and government office.
This is tricky.

On the one hand:

He was born in South America.
He went to school in Bordeaux.
His first major Government post was as Governor of Guadeloupe which is in the Carribbean.

On the other hand, he was of African ancestry, identified with African heritage, and served for several years as Governor of Chad, which of course is in Africa.

Hot damn, Spartaculous ninja-ed me by about 20 seconds!
Ha! This has to be right. Since I already used my free guess, I think I will defer to you as the (presumed) winner here.
On the contrary. You took the risk of burning a question - but you were entitled to do that.
Thanks Jamiet.

I don’t know, he has all the usual famous person honors… street, statue, school, even airport. His daughter even married a head of state.
Félix Éboué?

Well, this confirms everything for me: Félix Éboué.

Looks like we are at 19 questions right now... one more before the final five guesses. (I think I have a decent guess to make, but I already burned my free guess, and don't want to waste our last question if I am wrong.)
Hey, tell me, and I will guess it.
