Draw Vote Bug

So in this game (http://webdiplomacy.net/board.php?gameID=214436) I joined Italy, Germany, England, Russia, & Austria all had their draw votes up when I joined and France had CD'd.

However, the game was only drawn when I joined as Turkey and put my draw vote up as well.

This has to be some kind of bug or glitch and none of the 5 other players were online at the time I drew the game so it wasn't some superhuman taking off his Draw vote right before I joined and then putting it back on when I put mine up. And France wasn't taken by anybody before I drew the game because they were listed as resigned at the end of the game

Perhaps it's related to the fact that Old Turkey had his Cancel vote up before I removed his Cancel vote and put up my Draw vote up. Anyways, I can't possibly be the first person to experience (benefit from) this bug and hopefully you can fix it!
