If everyone has agreed to it then it doesn't matter if it's gunboat, public press, full press, voice chat - honour rules should do and if anyone breaks them, then at least it's an issue that everyone in the game signed up knowing about. Livestreaming Diplomacy games should not be done outside of that context imo. There's too much of an unfair advantage that players could gain by finding the stream which other players wouldn't be aware of. It's maybe debatable with full press given there's nothing stopping you from making your chat logs public anyway, but public gunboat games should definitely never be streamed.

But the entire point of gunboat is that the only way to communicate is with moves. You can't introduce commentary without entirely changing the game, and that's not what gunboat players are signing up for.
