free guess - Mata Hari
Mara Hari is correct

Most famous for her spy activities in WW1 and being executed for spying on behalf of the Germans; close enough that I considered it broadly related to military service / activities, even if she wasn’t a uniformed soldier. Sorry if that led anyone too astray.

I also think this is the first Netherlands pick, unless one has happened in the last 18 that I missed.

Is this person best known for either invention or for espionage?

Most Diplomacy maps I've seen have Finland as part of Russia, including both the new and legacy ones on WebDip.
Maybe I am mistaken then, looks like you’re correct

(I assume Finland doesn't count as a neutral territory even though it's mistakenly colored that way on the map.)
I actually think this has been a convo either here or on another dip board but Finland has almost always been colored a neutral on diplo maps even though it was owned by Russia at the time

But I will stipulate the individual was not born in Finland

As a tip to some of our newer guessers, when a QM is specifying “broadly speaking” that usually means the individual at least should give you a slight pause as to whether they fit into one of the specified categories

Edit: I don’t think my responses will lead people too far off the trail but may issue additional questions or a clue after Q19 if it appears I misjudged my answers previously
