very fun pick! i had considered John Brown Russwurm earlier, who was governor of the Republic of Maryland (which eventually merged into liberia), but somehow Liberia never came to mind until after q20 :p

yeah i think it's probably confederate governor or pre-independence Liberia. so people who were technically a US governor if you look at it a certain way but really weren't

My guess is we're looking at someone who served as a state senator, or mayor, or possibly (but not likely) someone who was appointed to the House of Representatives but never elected. Unless they weren't in politics at all and were some other form of nonfiction writer than those that have already been excluded.
We don’t know a ton (I lost track of questions even with the summary, for some reason I thought it was 11 and not 13 so partially my fault). I agree the pass-to-no is going to be the key.
I thought about a vice president (who serves as president of the Senate), but unless I made a mistake, every vice president with a valid birthdate failed some other criterion.
