it is, in fact, ALEXANDER BUTTERFIELD. And bonus points for the clever way of saying it.

Alexander Butterfield, Deputy Assistant to President Nixon. Famous for being the one to disclose to the Senate Watergate Committee the existence of the Oval Office taping system. The one disclosure, more than any other, that brought down Nixon.

I didn't think you were going to get it. Kudos Spartaculous!
Great! Thanks for picking someone at the sweet spot of challenging but gettable. My late-night musing was on the mark (18 1/2 minutes of missing tape).

My computer is having trouble right now (I'm doing this from my phone), so I might wait until later today to post the next round.

I've been reading a good book on Watergate recently, so he has been on mind. And All the President's Men is one of my favourite movies.

I can't believe it's not Alexander Butterfield.

Was this person notably associated with a major presidential scandal?
Yes.

That's your 20th question. According to the rules, you now have 5 more guesses.

Free guesses:
Warren Buffett (damo666)
Justice Anthony Kennedy (Spartaculous)
James Meredith (Hominidae)
Adm. William D. Leahy (jamiet99uk)
Gen. John W. Raymond (dargorygel)

I have looked at this page:

https://en.wikipedia.org/wiki/Category:United_States_presidential_advisors

... and there is only one still-living person who is on this list that even gets close to fitting the other clues:

Gary Sick.

I have never heard of him, but he is the only viable person on the list.

I thought it might be someone involved in the Watergate scandal, but nearly all of the key people are now dead, and the few still alive were born after 1938.

I wonder if it's a whistleblower, but it doesn't seem to be anybody obvious.

Born before Jan 1 / 38 and still alive.

Famous for non-elected political position in Executive branch of US government. However, never member of US Cabinet

Was member of US armed forces. Not US Army. Not famous for his military service. Not winner of Congressional Medal of Honor.

16. Not winner of Congressional Medal of Honor.
17. Executive branch of US govt.

This is the point of the game where I wonder if I'm actually going to stump you all! But usually you pull through.
