They break support on each other, and all units ordered to move then bounce.

Power 1 occupies A & B
Power 2 occupies C & D

Power 1 orders A s B -> C
Power 2 orders C s D -> A

All surrounding territories unoccupied.

What happens? Is it a bounce?
