To add: Waiting for an NMR is not allowed. (Live) Diplomacy is not about who reserved the largest timeslot in their agenda.

Drawing Games
We do not draw any games due to cheating. We will only force games to draw if they have been at a stalemate for at least two years with no SC's changing hands and no possible sign of a breakthrough. If alerted to such a scenario; we will email the player(s) holding the game up and ask them how they plan to break through. If we deem their plan to be unrealistic, or it includes hoping for misorders or for players to miss phases, then we may force a game to draw.

If there's no supply center changes for two years you can email the mod team and they will review the situation and see if a force draw is appropriate.

Nevermind. He eventually relented. The game reached a draw, albeit long after it might have.

If a single player refuses a draw vote when a game is blatantly stalemated, is there some sort of automated contingency within the game's code to call it a draw? Or does a mod need to step in manually? If so, do I need to email a mod? The hypothetical game in question is anonymous.
