So, using wikipedia I noted that Spanish is listed as "de facto official" in both Argentina and Chile, which might've been interpreted as not official by the QM and might've been te question with the surprising answer the QM referred to.
If we believe this theory to be plausible, do we want to spend a question on it.
I will note that because of periods of rule, the most famous options I could think of (Allende and Pinochet for Chile, Peron for Argentina) do not work.

Well, it's narrowed down to presidents of Uruguay and Argentina within a rather small period, none of which strikes me as familiar. Looking at numbers, Carlos Menem and Raúl Alfonsín seem like the most likely to be chosen, where I give more odds to the later based on the first few lines in their respective wikipedia pages. I, however, know no nobody left on the list so will leave the guessing to others.
