You aren't limited to one.

You want to move from Roma to Etruria and Ravena to Venetia.
The unit in Sicilia needs to hold until Spring, next turn, to gain control of the territory.
That is the same for every SC.

You're not going to want to build an army in neapoli for example.

It will give you the option to convoy your Apulia army to other territories but my fleet won't support it.
