My offering goes likewise to my neighbors if any are so inclined. ^_^

20 Apr 12 UTC Spring, 2000: [India]:I tentatively suggest the following to Kenya, Libya, NE, Oz, and China: We form an Indian Rim league. A draft (subject to negotiation) might be as follows. Neutral centers are divided like this:
Libya: Moz and Zai
Libya: Eth and Cha
NE: Arm and Tur (with my help if needed)
India: Afg and Ban
China: Korea and Lan
Oz: Ind, Thai, and Mze.

Important non-neutral centers: I'll leave others to negotiate most of these, but will say that I want NWI or NEI, and Oz (or Kenya) can have the other.

We agree to move outward, with well-defined central DMZs and an agreement that any one of us who violates such a DMZ is immediately turned on by all. Kenya and Libya take on Ghana. NE and I take on Russia. China and I take on Eastern Russia. Oz and Kenya take on SA and FA.

Just thoughts, and just a draft, but let me know your thoughts.
To all the countries I have specified as targets here: this is just a line of thought. Make other suggestions. Talk. We may yet be friends.
20 Apr 12 UTC Spring, 2000: [South-Africa]:@Ghana, Libya, and Kenya: Rather than us four African nations turning inward, consuming ourselves in long, drawn-out conflicts with one another while distant nations plot to colonize our continent, what would the three of you say to collectively coming up with a fair distribution of neutral centers?

At the very least, peace between us this year will discourage potential opportunists thinking about establishing colonies here.

I would be open to any proposals for peace arrangements you might have.

@Argentina: Would you have any interest in DMZing the Southwest Atlantic? I think it would be nice for neither of us to have to worry about that particular sea zone.
20 Apr 12 UTC Spring, 2000: [South-Africa]:@India: Your proposed alliance certainly has potential, but my inclusion as things stand would leave Kenya with precious little room for expansion. He would have to go after Ghana by land. If such an alliance were to form, it would probably have to exclude one of Near East, Libya, and Kenya.

That said, I do like the concept of a peaceful Africa, as that is an arrangement I have rarely witnessed. An Indian Ocean alliance is a promising alternative, however!

Likewise, I am open to drafting alliances, but I would prefer to start out without violence.

@Russia: I wish to make gains towards Turkey and Armenia. My reasoning is that Ukraine Scandenavia and West Siberia already are available to you and I would prefer to state my intentions now rather than later to surprise you.

Seeing as you are the only one who has posted so far whose forces I am certain not to meet anytime soon, how about we form an alliance of our own? It would of course be political, rather than military, but I would have no objections to that!

That brings yet another alliance idea to mind. Western Canada, Quebec, Europe, myself, India, and Oz could form the Commonwealth!

20 Apr 12 UTC Spring, 2000: [China]:@India: I would also not be opposed to such an arrangement, though of course this is as yet tentative agreement; the negotiations have only just begun. I would appreciate not having to compete with you for Lanzhou, at the least.

@Pacific-Russia: In these early turns, it may prove more beneficial for us to willingly divide our contested territories rather than squabble over them and leave ourselves weakened to be easily conquered. As such, I would suggest that one of us take Korea and the other Japan; I have no particular preference, so if you do, we can hopefully come to an agreement.

*insert reference about politics and pork-barrel spending* Thus I also would like to have political neutrality at least with the Americas. At least until you have reason to dislike me or my allies.
