2 reasons First, you attacked havana, while mexico had the chance to work with me in peru and chose instead to comepe for his centres. As cuba, suvival at all is extremely difficult, and even 1 centre is to the death. You both chose not to work with me.
Second, as Cuba, I wanted to get a draw. So I did the dirty deeds I had to do to gain enough centres to survive, while I positioned you and mexico to be strong enough to stop quebec from a solo, but weakened enough to be no threats to go for a smaller draw yourselves. I thought you might just shoot for a double if given the chance.
And it just barely worked, but I managed to get a Draw as Cuba. I play all the time and never see that, so I'm happy
