1902: if you took Venice, you usually bounce in Piedmont to protect Venice. you don't want to hold your fleet in Venice. if you didn't take Venice in 1901, then you have the option of not bouncing Piedmont and instead contest Munich

generally speaking, if Austria is not contesting Germany, then you need to rush capture St-P and Tunis and defend them long enough. at the same time, you need to capture the Balkans and Turkey

while i think you should contest Germany to have a chance, not capturing the Balkans and Turkey early enough hurts your build progression
