If you see they haven't submitted orders even at the last minute, is it appropriate to take advantage of that? Or is that just cheap and the 'correct' protocol is to lay off them for a turn? |

| 15 May 10 UTC | Spring, 13: Yeah, I think it's fair. Because Spring and Winter are different phases, laying off for a turn may seriously impact your strategy. NMRs (No Moves Received) are a part of Diplomacy, I guess. |
