29 Jul 19 UTC Yes, it is very common. In Diplomacy, there are "stalemate lines." Stalemate lines are lines on the map that cannot be crossed if there are enough units protecting them. For example: an army in Berlin and an army in Munich cannot be displaced by an eastern enemy's armies if there is a unit in Kiel support-holding Berlin, and armies in Ruhr and Burgundy support-holding Munich. In this way, 5 units total could hold back an infinite number of armies from the east (because of the bottleneck of Prussia-Silesia-Bohemia-Tyrolia).

Similarly, if a northern power takes control of St. Petersburg, he only needs to have one unit support-holding St. Petersburg to defend against any attack from the south (because there are only two territories adjacent to St.Petersburg --Livonia and Moscow).

There are also stalemate lines that can be created around Tunis.

Because of these stalemate lines, it makes sense to try to rush to claim supply centers where a stalemate line can be formed, because after you have a stalemate line created, your opponent can never take those supply centers away from you, no matter how many units he is able to build.
