16 Jun 19 UTC	That depends a lot on which map you're playing, which country, if you have any allies and of course the situation on the board. On this map, Ancient Med, Fleets > Armies, as you guys can see I've been pumping out a lot of fleets, and they were very good for taking areas or denying the enemy
