My army moved from Central Russian Plateau to Kiev, but the army from Moscow was prevented from moving to the now vacant territory. Is a feature of diplomacy that you end up with catepillar type movements as you can't immediately fill terroritory you have moved out of?

13 Sep 18 UTC Autumn, 1995: Yes it is a slow crawl. You were blocked from moving Moscow to Central Russian Plateau because Ukraine tried to move to there too from Kharkov.
