Autumn, 4: JOINT RESOLUTION: Declaring that a state of war exists between the Imperial Government of Rome and the Government and free peoples of the Great Empire of Carthage. and making provisions to prosecute the same. Whereas the Imperial Government of Rome has committed unprovoked acts of defense against the Government and the people of the GEC: Therefore be it Resolved by the Senate, That the state of war between Carthage and the Imperial Government of Rome which has thus been thrust upon Carthage is hereby formally declared; and I, Hannibal Barca are hereby authorized and directed to employ the entire naval and military forces of the Great Empire of Carthage and the resources of the Government to carry on war against the Imperial Government of Rome; and, to bring the conflict to a successful termination, all the resources of the country are hereby pledged by the free peoples of the Great Empire of Carthage.
