After consulting with several Senators, a praetor, and an oracle from Tarraco, I have come to the conclusion that Leptis rightfully belongs to Egypt. For it is said that Leptis was founded by a son of Amun, the patron deity of the Egyptian royal family. The son's line having died out (as apparent by Leptis's independent status until the Carthaginian invasion), it would seem that the claim would devolve upon the Pharaoh.

Our Punic friends are asked to withdraw from Leptis. If they do not, my oaths to the Senate would require me to intervene on Egypt's behalf.
