Autumn, 2: Aren't we supposed to get a new army or fleet for each supply center we own? I got 3 more supply centers but it is only offering me 2 builds. I have enough empty ones that it should not be a problem. Anyone else have this issue?

Autumn, 2: No, but I think they can only be built in one of your starting territories.
